• House Bill 2 (HB2) Teacher Certification Implementation Plan

On February 23, 2026, the Fort Bend ISD Board of Trustees approved the district’s House Bill 2 (HB2) Teacher Certification Implementation Plan. This plan was developed in accordance with guidance issued by the Texas Education Agency (TEA) regarding districts seeking delayed implementation for teachers who are not yet fully certified.

The plan outlines Fort Bend ISD’s phased approach to reducing and ultimately eliminating the need for uncertified teachers, while maintaining continuity of instruction and prioritizing student learning. It details the district’s strategic investments in teacher pipelines, certification support structures, progress monitoring systems, and accountability measures to ensure compliance with HB2 requirements within the approved timeline.

Fort Bend ISD remains committed to increasing the number of fully certified teachers serving our students and to implementing sustainable pathways that support long-term workforce stability.
