FBISD's Board of Trustees approved the 2025-26 budget which includes a new compensation plan the district coined “It’s a Win to Work in Fort Bend.” The plan includes incentives and perks that will help the district recruit new team members, and just as importantly, reward our existing employees who continue to serve our students every day. Below are FAQs about each part of the plan.
Teacher Retention Allotment (TRA)

What is HB2?
House Bill 2 is a comprehensive school finance bill that supports students and increases funding for Texas public schools by $8.5B. The bill was passed by the 89th Texas Legislature and signed by Governor Greg Abbott.

What is the TRA?
Teacher Retention Allotment (TRA) is a state-funded initiative designed to assist districts with retaining classroom teachers by providing additional compensation for those with at least three years of creditable experience.

To whom does the TRA apply?
HB2 uses the “classroom” teacher definition in Texas Education Code §5.001 but also includes uncertified and contracted teachers. Teacher is defined as an “educator who is employed by a school district and who, not less than an average of four hours each day, teaches in an academic instructional setting or a career and technology instructional setting.”

Do I qualify to receive the TRA?
The TRA is for classroom teachers with three or more prior years of teaching experience who teach an average of four hours per day. The allotment is the same for each teacher, regardless of the duty calendar.

How much will I receive for the TRA?
If you have 3-4 years of creditable teaching experience, you will receive $2,500. If you have 5 or more years of experience, you will receive $5,000. The additional amount will be added to your base salary.

If my rate of pay is increased, is this increase permanent?
Yes, the bill requires that districts increase and maintain employee base pay by the allotment amounts, so the increase will be reflected in an employee’s salary in subsequent years.
Staff Retention Allotment (SRA)

What is SRA?
Staff Retention Allotment (SRA) is a state-funded initiative designed to assist districts with increasing salaries for non-administrative support staff.

To whom does the SRA apply?
Districts must use the SRA to provide salary increases for full- or part-time employees who are not eligible for the TRA or who are not in a centralized supervisory role, or campus-based administrator. Examples include, but are not limited to, teachers not eligible for the TRA (1–2-year teachers), counselors, librarians, nurses, paraprofessionals, clerical, auxiliary and other support staff.
Examples of positions not eligible include, but are not limited to, superintendents, deputy superintendents, chiefs, campus administrators, and employees in an identified centralized supervisory role.

Do I qualify to receive the SRA?
To confirm if your position qualifies, please see the eligibility chart. If you do not qualify, you will receive notification from the district prior to receiving your first paycheck for the 2025-2026 school year.

How much will I receive for the SRA and when?
The state used a formula based on the adjusted average daily attendance to provide funds for the SRA. The funding allotment the district is eligible to receive was divided by the number of eligible employees to estimate the SRA amount. Based on this calculation, the SRA will total approximately $515, which will be evenly distributed across your remaining paychecks. This is a permanent increase in your pay.
District Supplement

Do I qualify to receive the district supplement?
If you are a full-time, benefit eligible employee employed by October 1, you qualify. Part-time, substitutes, and temporary staff are not eligible. Teachers who qualify for TRA are not eligible for the district supplement.

What is the district supplement?
The district supplement is a one-time payment between $500 - $2,000 for two years (2025-2026 and 2026-2027). Payments will be made in November for each of the two years, and standard payroll withholdings will apply. Any future raises or supplements beyond 2026-2027 are not guaranteed.
Wellness Days

What are wellness days?
The district is providing two wellness days for the 2025-26 school year as paid days off to support full-time, benefit eligible employees’ mental, emotional and physical well-being.

How do I request a wellness day?
You will submit your request through the standard absence management system.

What happens to my days if I do not use them?
Wellness days must be used for the 2025-2026 school year and will not carry over to the next school year.
Bus Driver Perfect Attendance

What counts as perfect attendance?
An active bus driver at work daily, with no absences. Jury duty and wellness days are excluded and will not count against your perfect attendance.

Who is eligible?
Transportation employees whose primary duties involve bus driving or those who are assigned to drive a route at a minimum of 50% of the semester.

What is the perfect attendance incentive?
Bus drivers with perfect attendance will receive $250 each semester and have a chance to receive an extra $1,000 in a drawing at the end of the school year. If a bus driver has perfect attendance each semester, they will have two opportunities to win $1,000.
Sign-on Bonuses

What is a sign-on bonus?
A one-time incentive paid to newly hired employees in designated areas who are hired prior to December 19, 2025.
