Principals nominate their campus librarians for going above and beyond the expectations set by the Texas School Library Standards. A committee then reviews a presentation of the nominees' work. Each year, one elementary and one secondary librarian is chosen as a Spotlight Librarian. Award recipients are nominated for the Texas Library Association's Texas Librarian of the Year Award.
