What is cap and overflow?
In Fort Bend ISD, "cap and overflow" refers to a process that occurs after a school's enrollment reaches capacity and students are then directed to attend a nearby school that has available space.

Why was Pecan Grove Elementary School designated as the overflow campus?
Pecan Grove Elementary School is near Neill ES and has the available facility capacity to serve additional students.

How will parents and students new to the neighborhood know about the capped enrollment and overflow campus?
This information will be posted on the FBISD website and the Neill Elementary website. Fort Bend ISD is also reaching out to developers and realtors in the community to make them aware. Neill and Pecan Grove registrars will also be able to assist any new enrollees.

Will students currently enrolled at Neill remain there for the 2025-2026 school year?
Yes, all currently enrolled students will remain at Neill ES for the 2025 – 26 school year unless they withdraw and move to a new residence that is located within a different attendance boundary.
**Note: If a student withdraws from a campus that is in cap and overflow and then tries to re-enroll, they are considered “overflow” and will be assigned to a campus with available capacity. -
Will the district allow special circumstance transfers to Neill ES?
No district transfers will be allowed.

I currently do not reside in the JNE attendance boundary. I am moving into the JNE attendance boundary before the end of the 2024-2025 school year. Where will my child attend school?
Any new enrollee who plans to reside in the Neill ES attendance boundary will attend Pecan Grove Elementary School for the remainder of the 2024-2025 school year. No enrollees with an “intent to reside” condition will be accepted for the 2024 - 2025 school year.

My child is a fifth grader currently enrolled at Neill ES during the 2024-2025 school year. Where will my child attend school next year in 2025- 26?
Students currently enrolled in fifth grade at Neill ES and Pecan Grove ES will attend James Bowie Middle School next school year.

I recently moved to Fort Bend ISD; will my kindergartner be able to attend Neill ES?
If your student is a new enrollee for the 2024-2025 school year, they will attend Pecan Grove ES. Enrollment for next year begins March 1, 2025.

My child is a pre-kindergartener currently enrolled at another campus. Where will my child attend elementary school?
Enrollment for the upcoming school year will begin on March 1, 2025. By late March, the district will announce a plan to manage enrollment at Neill for the 2025-2026 school year. The district will continue to develop plans beyond 2025-2026 through the long-range boundary planning process which is ongoing.

Will my student assigned to overflow at Pecan Grove Elementary School receive bus transportation?
Yes, all cap and overflow students at Pecan Grove Elementary School will receive bus transportation to the campus. The transportation department will communicate with parents regarding details, including routes and pickup and drop-off times.

We plan to move into a home within the “walk zone” of Neill ES before the end of the school year. Will my student be able to attend Neill ES?
**NOTE: The “walk zone” is defined as the area within two miles from the assigned school as measured through the FBISD Transportation routing system.
No, all new enrollees for the 2024 – 2025 school year, including those who reside within the “walk zone,” will attend PGE. All students, even those within the “walk zone,” will be provided with bus transportation to PGE.

Why did the district choose to limit students living within the “walk zone” from attending Neill ES for the remainder of the 2024-2025 school year?
The district recognizes that our community is growing very rapidly on the northwest side and to provide a quality learning environment for all students, we will be enacting “cap and overflow” for all new enrollees at Neill Elementary.
