2025-26 School Year (Effective May 30, 2025)
During the 2025-26 school year, Neill Elementary will continue to be in cap and overflow.
- All incoming kindergarten students who reside in the Neill Elementary attendance zone will be enrolled at Neill Elementary.
- Newly enrolled students, grades 1-5, who reside south of 99/West of Harlem Road will remain at Neill Elementary.
- Newly enrolled students, grades 1-5, who reside north of 99 will be overflowed to Oakland Elementary and receive transportation.
- Newly enrolled students, grades 1-5, who reside east of Harlem Road will be overflowed to Pecan Grove Elementary and receive transportation.
NOTE: Registration applications submitted for the 2025-2026 school year will be processed and assigned to a campus based on the cap and overflow plan. Registering for Neill Elementary does not guarantee placement at Neill Elementary. The district is in the process of long-range boundary planning that may impact attendance boundaries in the future and may result in adjustments to the current attendance boundaries.

What is cap and overflow?
In Fort Bend ISD, "cap and overflow" is the process that occurs after a school's enrollment reaches capacity and new students are then directed to attend a nearby school(s) that has (have) available space.

How long will this cap and overflow be in place?
Neill Elementary will be in cap and overflow until further notice.

For students overflowed to Oakland Elementary or Pecan Grove Elementary, what happens if they are rezoned to another campus in the future?
If a student is rezoned, the student would go to the newly zoned campus, unless they met exceptions provided in Policy. Please see Policy FC (Local).

Is there a waiting list at Neill Elementary for grades 1-5, if a space becomes available?
There is no waiting list at Neill Elementary for grades 1-5, as the campus is at capacity. Newly enrolled kindergarten students can enroll for the 2025-26 school year.

Why were Oakland Elementary and Pecan Grove Elementary designated as the overflow campuses?
Oakland Elementary and Pecan Grove Elementary are close to Neill Elementary and have the available facility capacity for additional students. In addition, these campuses allow for a fiscally responsible option that flows into current bus routes based upon the home residence.

My older student is required to attend Oakland ES in cap and overflow. Can my newly enrolling kindergartner attend Oakland ES as well? If so, what is the process?
You may keep the siblings together by enrolling them both at Oakland ES. Please contact the campus registrar to assist you with enrollment.

Can students currently enrolled at Neill Elementary remain there for the 2025-2026 school year?
Yes, all currently enrolled students will remain at Neill Elementary for the 2025 – 26 school year. However, if you move homes and now live in an area east of Harlem Road or north of 99, you are in a cap and overflow area.

I currently do not reside in the Neill Elementary attendance boundary; however, I am planning on moving into the Neill Elementary attendance boundary and enroll for the 2025-26 school year. Where will my student/s attend school?
If your new residence is east of Harlem Road, your 1st-5th grade student will go to Pecan Grove Elementary.
If your new residence is north of 99, your 1st – 5th student will go to Oakland Elementary.
If your new residence is within the designated walk-zone of Neill Elementary, your 1st – 5th grade student will go to Neill Elementary.
All incoming 2025-26 kindergarten students will have the opportunity to enroll at Neill Elementary.
NOTE: If a student withdraws from a campus that is in cap and overflow and then re-enrolls, they are considered “overflow” and will be assigned to the appropriate designated campus based upon residence.

I currently have a child that is enrolled at Neill Elementary. I plan to move to an area designated as cap and overflow. Where will my student go to school?
If your new residence is east of Harlem Road, your student would go to Pecan Grove Elementary.
If your new residence is north of Hwy 99, your student would go to Oakland Elementary.
If your new residence is within the designated walk-zone of Neill Elementary, your student will go to Neill Elementary.
NOTE: If a student withdraws from Neill Elementary and then re-enrolls, they are considered “overflow” and will be assigned to the appropriate designated campus based upon residence.

Will the district allow special circumstance transfers to Neill Elementary?
Intra-district transfers will not be allowed for cap and overflow campuses.

I know someone who plans to buy a home in Harvest Green or Indigo this summer. Can they submit an intent to reside to enroll at Neill Elementary right now and remain there for next year?
The district will not accept “intent to reside” applications for Neill Elementary for the remainder of the 2024-25 or 2025-26 school years.

If I have Power of Attorney and/or Dual Enrollment, will I be approved for the 2025-26 school year to attend Neill Elementary?
Power of Attorney and/or Dual Enrollment will not be accepted for Neill Elementary.

I live in an area that will now be designated as cap and overflow for 2025-26. I have a student currently attending Neill Elementary and will have a Kindergartener that will start the 2025-26 school year. Will my Kindergartener be able to go to Neill Elementary with their older sibling?
Yes, all incoming Kindergarten students who reside in the Neill Elementary attendance zone will be enrolled at Neill Elementary.
Programs

My student is currently at Neill ES in a self-contained program (ABC, SAILS); however we are planning to move to an area that is designated as cap and overflow. Where will my student go to school?
Your student will continue to stay at Neill ES in the self-contained program, unless the ARD committee determines that your student requires services in an instructional setting that is not available at Neill ES. If this determination is made, you will be contacted directly from the FBISD Special Education Department.
Transportation

Will my student assigned to overflow at Oakland Elementary and Pecan Grove Elementary receive bus transportation?
Yes, all cap and overflow students at Oakland Elementary and Pecan Grove Elementary will receive bus transportation to the campus. The transportation department will communicate with parents regarding details, including routes and pickup and drop-off times.
Communications

When will FBISD establish a long-term plan to relieve overutilization at Neill Elementary?
The Administration began work with a newly contracted long-range boundary planner in January 2025. The scope of work includes review and assessment of district-wide utilization, including Neill Elementary.

How will parents and students new to the neighborhood know about the capped enrollment and overflow campus?
The information will remain posted on the FBISD, Neill, Oakland and Pecan Grove Elementary websites.
Neill, Pecan Grove and Oakland Elementary registrars will also be able to assist new enrollees. Information is also provided to developers and real estate professionals in the impacted areas.
