Enrollment Management at SCE
Due to continued growth in the area, Sienna Crossing Elementary School (SCE) is only accepting new students in grades 1 through 5 who live within a two-mile driving distance of the school – and therefore would be ineligible for bus transportation to Sienna Crossing ES. Effective June 30, 2020, and until further notice, all newly-enrolling students in grades 1-5 within the Sienna Crossing ES attendance boundary and who live beyond the two-mile driving distance** will be re-directed to enroll at Jan Schiff Elementary School (SE), with transportation provided to Schiff ES. Kindergarten students inside and outside of the two-mile area will be allowed to enroll at Sienna Crossing ES. Students of any age with a sibling currently attending Sienna Crossing ES will be allowed to enroll at Sienna Crossing ES.
Effective June 30, 2020, and until further notice:- Kindergarten students who enroll after June 30, 2020, and first through fifth-grade students who live within two miles of the school will attend Sienna Crossing Elementary.
- All first through fifth-grade students who enroll after June 30, 2020, and live outside of the two-mile area will attend Schiff Elementary.
- Students living in the area most recently rezoned from Schiff to Sienna Crossing will be able to apply for an elective transfer to Schiff.
**NOTE: The two-mile driving distance (area) is defined as two or more miles from the assigned school as measured through the FBISD Transportation routing system. The distance a student lives from their assigned school is determined by measuring the shortest route that may be traveled on public roads as defined by the FBISD Transportation routing system, www.fortbendisd.com/busroutelocator.

I currently do not reside in the Sienna Crossing ES attendance boundary. I am moving into the Sienna Crossing ES attendance boundary, but I will live outside of the two-mile area of the school. Where will my child attend school?
An incoming 1st through 5th-grade student who moves into the Sienna Crossing ES attendance boundary and lives outside of the two-mile area of Sienna Crossing ES would attend Schiff ES. Kindergarten students inside and outside of the two-mile area will be allowed to enroll at Sienna Crossing ES. We anticipate the cap and overflow to Schiff ES to remain in effect until the opening of a new elementary school anticipated in fall 2024 (pending funding) unless unexpected growth requires additional relief at Sienna Crossing ES.

I live within the Sienna Crossing ES attendance boundary and have a student who will enter Kindergarten in the 2021-22 school year. Where will my kindergartner attend school?
Kindergarten students inside and outside of the two-mile area of Sienna Crossing ES will be allowed to enroll at Sienna Crossing ES. Kindergarten students who have an older sibling who will be redirected to Schiff Elementary will have the option of enrolling at Schiff Elementary with their older sibling so that siblings can attend the same campus.

My child was rezoned out of Schiff ES during a previous boundary decision and is a current student at Sienna Crossing ES. Can my child transfer back to Schiff ES?
Yes. Students living in the area most recently rezoned from Schiff to Sienna Crossing will have the opportunity to apply for an elective transfer to Schiff. Applications will be considered and approved in order by date based on available capacity. Families eligible for this elective transfer will receive a separate letter from FBISD with application details.

When will Fort Bend ISD establish attendance boundaries for the new elementary school?
It is expected that administration will present preliminary boundary options to the Board and School Boundary Oversight Committee (SBOC) in preparation for the new elementary school anticipated to open in fall 2024 (pending funding). Public Hearings will also be scheduled as part of the community engagement process.

For students redirected to Schiff ES, what happens if they are rezoned to another campus in the future?
Our District has policies and procedures that guide attendance boundary decisions as well as engagement with the School Boundary Oversight Committee and community engagement through public hearings. Attendance boundary decisions have not been determined at this time; however, the SBOC will engage in this work and public hearings will be conducted to collect community input.

Sienna Crossing ES’s enrollment has continued to grow throughout the last few years. What safety measures are in place for students and staff who are housed in temporary buildings?
Safety is always the District’s top priority, and staff works collaboratively with campus personnel to ensure safety procedures are in place for students assigned to portable buildings. These classrooms are always to remain locked. Additionally, Fort Bend ISD recently added police officers who are focused on elementary patrols, and they will be regularly monitoring all campuses, including Sienna Crossing ES.
- Upper-grade levels are the first to utilize portable buildings, as is common practice in Fort Bend ISD.
- While inside the classrooms during the day, students have regularly scheduled restroom breaks, just like other classes in the main building. If a student needs to use the restroom during class, or re-enter the main school building during the day, the buddy system is used, and children are escorted by a staff member or paired with another student. Access to the building is provided by the use of keycards, which are assigned to each classroom teacher.

Why was Schiff ES designated as the overflow campus?
Schiff ES has the capacity to accommodate additional students.

Why did the District choose to limit students living outside of the two-mile radius area from attending Sienna Crossing ES?
The decision to limit enrollment to students within the two-mile radius area was made after the Annual Enrollment Review process and projected enrollment for Sienna Crossing ES until the activation of an attendance boundary or the opening of a new elementary school in fall 2024 pending funding.

TO OUR SIENNA CROSSING ELEMENTARY COMMUNITY:
Earlier this week, FBISD released an announcement regarding the “cap and overflow” plan that will be implemented for Sienna Crossing Elementary (SCE) beginning in the 2020-21 school year. Regretfully, this communication was vague and ambiguous, causing confusion within the community about how cap and overflow would be implemented. At the Regular Board Meeting on February 24, the Board was clear in our intent to cap and overflow in a limited manner and only for students who are not currently enrolled at SCE. I am writing to you now on behalf of the Board of Trustees to ensure clear communication about how cap and overflow will be implemented.
At our February 24 Board Meeting, we were notified that, due to the overutilization at SCE, the district will limit new enrollment at SCE until the opening of a new elementary school to relieve student enrollment. Accordingly, cap and overflow will be implemented in the 2020-21 school year for all first through fifth grade students enrolling at SCE after June 30, 2020, and who do not reside within the two-mile driving distance of SCE. Those newly enrolled students (after June 30, 2020) who live outside the two-mile driving distance of SCE will attend Schiff Elementary. Additionally, students living in the area most recently rezoned from Schiff to Sienna Crossing will have the opportunity to apply for an elective transfer to Schiff. Applications will be considered and approved in order by date based on available capacity. Families eligible for this elective transfer will receive a separate letter from FBISD with application details.

- Students living in the area most recently rezoned from Schiff to Sienna Crossing will be able to apply for an elective transfer to Schiff.
Unless unanticipated growth requires additional relief at SCE, we expect the cap and overflow to Schiff Elementary to remain in effect until the opening of Elementary School 55, which is scheduled to open August 2024, pending voter approval of bond funding for the new school.
We understand that these decisions do affect families, which is why we are determined to ensure you have the most accurate information.
