Enrollment Management at HRE

Due to continued growth in the area, Heritage Rose Elementary (Heritage Rose ES) is only accepting new students in grades 1 through 5 who live within a two-mile driving distance of the school – and therefore would be ineligible for bus transportation to Heritage Rose ES. Effective June 30, 2020 and until further notice, all newly-enrolling students in grades 1-5 within the Heritage Rose ES attendance boundary and who live beyond the two-mile driving distance** will be re-directed to Scanlan Oaks Elementary, (Scanlan Oaks ES) with transportation provided to Scanlan Oaks ES. Kindergarten students inside and outside of the two-mile area will be allowed to enroll at Heritage Rose ES. Students of any age with a sibling currently attending Heritage Rose ES will be allowed to enroll at Heritage Rose ES.
Effective June 30, 2020 and until further notice:- Kindergarten students who enroll (within and outside of the two-mile area) will attend Heritage Rose Elementary regardless of enrollment date.
- All first through fifth grade students who enroll after June 30, 2020 and live within two miles of the school will attend Heritage Rose Elementary.
- All first through fifth grade students who enroll after June 30, 2020, and live outside of the two-mile area will attend Scanlan Oaks Elementary. Note: Pre-Kindergarten is not available at Scanlan Oaks ES.
**NOTE: The two-mile driving distance (area) is defined as two or more miles from the assigned school as measured through the FBISD Transportation routing system. The distance a student lives from their assigned school is determined by measuring the shortest route that may be traveled on public roads as defined by the FBISD Transportation routing system, www.fortbendisd.com/busroutelocator.

TO OUR HERITAGE ROSE ELEMENTARY COMMUNITY:
Earlier this week, FBISD released an announcement regarding the “cap and overflow” plan that will be implemented for Heritage Rose Elementary (HRE) beginning in the 2020-21 school year. Regretfully, this communication was vague and ambiguous, causing confusion within the community about how cap and overflow would be implemented. At the Regular Board Meeting on February 24, the Board was clear in our intent to cap and overflow in a limited manner and only for students who are not currently enrolled at HRE. I am writing to you now on behalf of the Board of Trustees to ensure clear communication about how cap and overflow will be implemented.
At our February 24 Board Meeting, we were notified that, due to the overutilization at HRE, the district will limit new enrollment at HRE until the opening of a new elementary school to relieve student enrollment. Accordingly, cap and overflow will be implemented in the 2020-21 school year for all first through fifth grade students enrolling at HRE after June 30, 2020, and who do not reside within the two-mile driving distance of HRE. Those newly enrolled students (after June 30, 2020) who live outside the two-mile driving distance of HRE will attend Scanlan Oaks Elementary.
The two-mile driving distance (area) is defined as two or more miles from the assigned school as measured through the FBISD Transportation routing system. The distance a student lives from their assigned school is determined by measuring the shortest route that may be traveled on public roads as defined by the FBISD Transportation routing system.
To summarize, effective June 30, 2020 and until further notice:- Kindergarten students who enroll (within and outside of the two-mile area) will attend Heritage Rose Elementary regardless of enrollment date.
- All first through fifth grade students who enroll after June 30, 2020 and live within two miles of the school will attend Heritage Rose Elementary.
- All first through fifth grade students who enroll after June 30, 2020, and live outside of the two-mile area will attend Scanlan Oaks Elementary.
Unless unanticipated growth requires additional relief at HRE, we expect the cap and overflow to Scanlan Oaks Elementary to remain in effect until the opening of a new elementary school, which is scheduled to open August 2024, pending citizen approval of bond funding in a future bond election.
We understand that these decisions do affect families, which is why we are determined to ensure you have the most accurate information. To assist with this goal, we have created a Frequently Asked Questions (FAQ) document that is posted on the FBISD website.

I currently do not reside in the Heritage Rose ES attendance boundary. I am moving into the Heritage Rose ES attendance boundary but will live outside of the two-mile area of Heritage Rose ES. Where will my child attend school?
An incoming 1st through 5th grade student who moves into the Heritage Rose ES attendance boundary and enrolls after June 30, 2020 and lives outside of the two-mile area of Heritage Rose ES would attend Scanlan Oaks ES. Pre-Kindergarten and Kindergarten students inside and outside of the two-mile area will be allowed to enroll at Heritage Rose ES. Note: Pre-Kindergarten is not available at Scanlan Oaks ES. We anticipate the cap and overflow to Scanlan Oaks ES to remain in effect until the opening of a new elementary school anticipated in fall 2024, unless unexpected growth requires additional relief at Heritage Rose ES.

In this situation, since the student currently lives in the Heritage Rose ES attendance boundary before June 30, 2020, the student would still attend Heritage Rose ES.

I live within the Heritage Rose ES attendance boundary and have a student who will enter Kindergarten in the 2020-21 school year. Where will my kindergartner attend school?
Kindergarten students inside and outside of the two-mile area will be allowed to enroll at Heritage Rose ES. Should the incoming kindergartner have an older sibling who will be enrolling at Scanlan Oaks ES, the parents will have the opportunity to enroll the kindergarten student at Scanlan Oaks ES to keep the siblings together.

I live within the Heritage Rose ES attendance boundary and have a student who will enter Pre-Kindergarten in the 2020-21 school year. Where will my Pre-kindergartner attend school?
Pre-Kindergarten is only offered at Heritage Rose ES at this time. Pre-Kindergarten is not offered at Scanlan Oaks ES, so your student would attend Heritage Rose ES.

When will Fort Bend ISD establish attendance boundaries for the new elementary school?
It is expected that administration will present preliminary boundary options to the Board and School Boundary Oversight Committee (SBOC) during the fall 2023 semester in preparation for the new elementary school anticipated to open in fall 2024. Public Hearings will also be scheduled around that time as part of the community engagement process.

For students redirected to Scanlan Oaks ES, what happens if they are rezoned to another campus in the future?
Our District has policy and procedures that guide attendance boundary decisions as well as engagement with the School Boundary Oversight Committee and community engagement through public hearings. Attendance boundary decisions have not been determined at this time; however, the SBOC will engage in this work and public hearings will be conducted to collect community input.

How is the two-mile area determined?
The two-mile area is determined based on a student’s eligibility for bus transportation.

Heritage Rose ES’s enrollment has continued to grow throughout the last few years. What safety measures are in place for students and staff who are housed in temporary buildings?
Safety is always the District’s top priority, and staff works collaboratively with campus personnel to ensure safety procedures are in place for students assigned to portable buildings. These classrooms are to remain locked at all times. Additionally, Fort Bend ISD recently added police officers who are focused on elementary patrols, and they will be regularly monitoring all campuses, including Heritage Rose ES.

Why was Scanlan Oaks ES designated as the overflow campus?
Scanlan Oaks ES is the closest school to Heritage Rose that has available capacity to accommodate additional students.

Why did the District choose to limit students living outside of the two-mile radius area from attending Heritage Rose ES?
The decision to limit enrollment to students within the two-mile radius area was made after the Annual Enrollment Review process and projected enrollment for Heritage Rose ES until the activation of an attendance boundary or the opening of a new elementary school in fall 2024.
