    Texas English Language Proficiency Assessment System (TELPAS)

    The Texas English Language Proficiency Assessment System (TELPAS) is an assessment aligned to the Texas English Language Proficiency Standards (ELPS). It measures the progress that Emergent Bilingual (EB) students make in learning the English language.

    TELPAS meets ESSA (Every Student Succeeds Act) requirements by assessing EB students in kindergarten through grade 12 across four language domains:
    • Listening
    • Speaking
    • Reading
    • Writing

    Grades 2–12
    Students in grades 2–12 take online tests for:
    • Listening and Speaking
    • Reading and Writing

    Participation Requirement
    All EB students in kindergarten through grade 12 enrolled in Texas public schools or open-enrollment charter schools are required to participate in TELPAS each year. Students continue to take the assessment annually until they meet reclassification criteria and are no longer identified as EB.

    Purpose
    TELPAS helps:
    • Schools, teachers, and parents understand a student’s current level of English proficiency.
    • Guide instruction and provide the necessary support for English learners.
    • Ensure compliance with federal and state requirements for monitoring the progress of EB students.
