• H. Keith (Ricky) Oliphant is a retired principal. He holds a Bachelor's Degree in Sociology and a Master's in Educational Leadership from Prairie View A&M University. Before joining the administrative substitute department in Fort Bend ISD, he served 36 years in education and corrections in the state of Texas. He has served as an Assistant Warden, a Lead Principal, Associate Principal, Assistant Principal, interim assistant principal, and teacher mentor in the Houston Independent School District. He has served on the Houston Independent School District Advisory Committee and was a committee member on the Council of Educational Consultants with the Texas Department of Criminal Justice. Mr. Oliphant has been a classroom teacher, department chair, member of the School-Based Decision-Making Committee (SDMC) and coach in Fort Bend, Alief and Conroe ISDs. His professional affiliations include the Texas Association of School Administrators, a thirty-year member of the Texas High School Coaches Associations, and he is a former Director of The Houston Coaches Association. He is a Certified Instructor of The American Red Cross. Mr. Oliphant retired in 2019 with over forty years of service to the state of Texas. Mr. Oliphant is a proud graduate of the Dulles Class of 1976. He has been married to Carolyn Davis-Oliphant for thirty years. They have three sons and a daughter. All attended Fort Bend ISD Schools. His daughter, Alexandrea Williams, is currently an Assistant Principal at Dulles Middle School.
