An Update from Dr. Smith, April 17, 2025

Hello Fort Bend ISD Community,
 
As we continue our commitment to keep you informed in a clear, concise and transparent manner, we want to provide you with the latest update about important district developments. 

At the Monday, April 14, 2025, Business Meeting of the Board of Trustees, key items were approved. 

New Leaders Announced 

The board appointed several new leaders in key district roles. 

  • Principal of Baines Middle School – Mharbe Masculino has served as the Associate Principal at Ridge Point High School for the past five years. She has a bachelor’s degree in chemistry from the University of Texas at Austin and a master’s degree in teacher leadership from Lamar University. She has been a FBISD educator and campus leader for almost 20 years, beginning with her tenure at Dulles High School before joining the team at Ridge Point High School.

  • Principal of James Reese Career and Technical Center – David Squires is an experienced educator who has served as the associate principal of Dulles Middle School since February 2022. He holds a bachelor’s degree in education from Central Michigan University where he simultaneously earned a bachelor’s degree in social studies. He also has a master’s degree in educational leadership from Oakland University in Michigan. Before joining FBISD, Squires served as a high school assistant principal in Lamar Consolidated ISD for more than six years.
     
  • Chief Communications Officer – Chassidy Olainu Alade is a former award-winning classroom educator who served FBISD students for 18 years before stepping into the roles of instructional coach, Social Studies Coordinator, and Coordinator of Community and Civic Engagement. Most recently she has served as FBISD’s Interim Chief Communications Officer. She holds a Bachelor of Science in education from Louisiana State University and a master's degree in secondary education from Texas Southern University. She was instrumental in the district’s development of Sugar Land 95 educational, community and memorialization initiatives.

  • General Counsel – Derrick Ward has served as the Senior Director of Legal Affairs/Title IX Coordinator for Uplift Education in Dallas since 2021. Prior to that, he was the Assistant General Counsel for the Dallas Independent School District. He earned his law degree at the University of Texas at Austin. He earned a bachelor’s in philosophy from Cornell University, graduating cum laude. He is the author of several publications. Prior to graduating from UT, he was a Teach for America educator in Colorado.

  • Director of Information Technology Infrastructure – Rarish “Raj” Patel has been a Fort Bend ISD staff member since 2015, serving as the Manager of Data Center and Systems. He has a bachelor’s degree in computer engineering technology from the University of Houston. His past experience includes tech roles at MD Anderson Cancer Center and the University of Houston.

Policy FA (Local) - Parent Rights and Responsibilities 

The board approved the Parent Rights and Responsibilities policy which primarily states:

District staff shall promptly notify parents if their child requests to change his or her name, be identified as transgender, or be referred to by pronouns that are inconsistent with the child’s biological sex. 

Compliance with this policy does not constitute bullying or harassment under district policy. 

Spaces such as bathrooms, locker rooms and changing facilities are to be used by those whose biological sex at birth corresponds to the sex-specific designated spaces.

District staff will not teach, instruct, train, promote, or share information about gender fluidity. 

The district may not allow a student to compete in an athletic competition designated for their opposite biological sex; However, the district may allow a female student to compete in an interscholastic athletic competition designated for male students if a corresponding competition for female students is not offered or available.

Significant Improvements in Special Education
 
We are happy to report that through strategic planning and consistent execution, our district is now on track to have zero overdue special education evaluations by the time school begins in August. This is a huge achievement considering a backlog of unfinished evaluations had built up over the years.

Additionally, this spring all secondary campuses will host a Rising 6th and 9th grade Special Education Parent Night to make the transition from elementary school to middle and high school smoother for our special needs students and their families.
