Information Regarding 2009-2010
Special Circumstances Transfers (SCT)
FBISD offers the Special Circumstances Transfer process for parents or legal guardians wishing to request a transfer for their child/children from one FBISD campus to another. The Special Circumstances Transfer Guidelines (2009-10 School Year) are provided to give all interested in-district applicants a chance to review the procedures prior to completing their applications. For the first time, a separate application has been created for each reason. All applicants are encouraged to carefully review the guidelines prior to completing and submitting the two-page application for the 2009-2010 school year. The Open Application period for Special Circumstances Transfers
for the 2009-10 school year has closed and is now limited to new
enrolles only. As of July 13, 2009, parents or legal guardians of
new enrollees to the district should send an e-mail to the Department
of School Administration - Student Transfers at studenttransfers@fortbendisd.com
or call 281-634-1117 to request the appropriate application. Prior
to requesting the application, parents and legal guardians should
carefully review the Special Circumstances Transfer Guidelines online
or request to review a copy at the school where they are enrolling
their child to determine if they meet the criteria for the type
of transfer they want to request.
Highlights/Changes for 2009-2010
- There is a different application for each reason.
- Applications now have printed deadlines.
- Some applications such as address change during the school year will not be released until after the school year begins.
- A special e-mail address has been created for parents with questions related to the transfer process – studenttransfers@fortbendisd.com.
AYP (Adequate Yearly Progress) and PEG (Public Education Grant) Transfers
AYP
As mandated, the FBISD offers school choice to students enrolled
at Title I, Part A campuses that have not made AYP for two (2) consecutive
years. The FBISD has three (3) schools that fall into this
category: Willowridge HS, Christa McAuliffe MS, and Missouri
City MS. Parents or legal guardians of students enrolled at
the aforementioned campuses for the 2009-2010 school year received
AYP
information from the school in June 2009. The deadline for
requesting a transfer via AYP was July 2, 2009. Students enrolling
after the July 2, 2009 deadline will be given 30 business days from
the date of their enrollment at the AYP campus to apply for an AYP
transfer to a school designated by the district for the 2009-2010
school year. Note: Transportation
will be provided by the district from designated pick up and drop
off locations within the district to/from the receiving campus:
Travis HS or Austin HS as well as Garcia MS or Sartartia MS as applicable.
AYP transfer forms must be picked up from the AYP identified campus.
PEG
Parents or legal guardians of students enrolled in a campus identified as a PEG campus during the 2009-2010 school year received information from the school in February 2009. The deadline for requesting a transfer via PEG was March 2, 2009 for those students who were enrolled at PEG identified campuses before March 2, 2009. Students enrolled after the March 2, 2009 deadline have 30 business days from the date of their enrollment to apply for a PEG transfer to either Crockett MS or Hodges Bend for the 2009-2010 school year. Note: Parents will be responsible for transporting their child/children to and from DCMS or HBMS.
PEG transfer forms must be picked up from the PEG identified campus.

McKinney-Vento Homeless Education Assistance Act
The McKinney-Vento Homeless Education Assistance Act grants parents or guardians of students in homeless situations the right to keep their children in their schools of origin (to the extent feasible) or to enroll them in any public school that students living in the same attendance area are eligible to attend. The district has selected several campuses at each level for accepting McKinney-Vento enrollments. Enrollment will be provisional pending the verification of a child’s homeless status. Applicants should carefully review the application and follow the directions as stated. For additional information, applicants may contact the Homeless Liaison in the Office of Special Projects at 281-634- 1355.
NOTE: Parents will be responsible for transporting their children to and from the assigned campus.
